State ruling on transparency for killer cops will face first test from Jurupa Valley

Here is an interesting article from the Press-Enterprise about how the recent California State Supreme Court ruling eliminating the "blanket rule," or by-default secrecy about officers who use violence against the community, will have repercussions here in the IE in relation to the recent near-shooting of Rolando Soto. Soto was shot at by a Riverside sheriff's department deputy after allegedly moving his hand, but the deputy missed. Now we want to exercise our right to have transparency concerning what public servants are shooting recklessly into neighborhoods and business districts.

Riverside sheriffs shoot at (and miss) Rolando Soto, 28

As is normally the case, the details of the situation are not clear, but it does appear that the officer in question, a Riverside sheriff's deputy, discharged his or her firearm. There is nothing to indicate that the robbery that Soto is being accused of involved weapons of any kind, so one must certainly question the use of (potentially) lethal force against someone who was fleeing.

Funny how they don't mention the original reason for the stop, huh? Light out? Expired tags? Something legit? Or is it much more likely that they were racially profiling? And again, they are accusing someone of using their vehicle as a weapon. A likely excuse to shoot an unarmed man. Here's the sheriff's press release:

Here is the version from the SWRNN. They still haven't said whether he was armed or not, not that that would excuse this:
